Redundant references in railML 3.x topology
## Description ## There is a redundancy for modelling the linkage between `<netElement>` and `<netRelation>`. The link between `<netElement>` and `<netRelation>` shall only be modelled using the (mandatory) child elements `<elementA>` and `<elementB>` in `<netRelation>`.
