Updating list of OCP traffic types (de: Aktualisierung der Auflistung von OCP traffic types)

Description

The values of the enumeration attribute @trafficType shall be reviewed and updated.

Background

There has been a forum discussion stating that it is currently not possible to model an OCP that has only "operational traffic" (no passengers, no goods, just staff).

Proposed solution in railML 2.4

The enumeration attribute @trafficType shall be enhanced with the new value "operational".

Proposed solution in railML 3.x

If considered as being relevant for the railML 3.1 use cases "Network Statement" and "Schematic Track Plan", the enumeration attribute @trafficType may be implemented in railML 3.1 appropriately.
