Direction reference from <crossSection> to <ocp>
Description
Background
The center of the OCP is a virtual point and from operational perspective it is defined by the place where the operation/control is done. This can be, but it is not necessarily the station building. The right question here: In which direction does the train driver has to look to see the (virtual) operator. Since it is an information that differs from track to track depending on their orientation and location, the attribute shall be added then at element.
To make it clear: It is not meant to reference a real station building or provide any evidence of the building's physical properties.

Proposed solution in railML 2.4
Element shall be enhanced with a new optional attribute @ocpCenterSide. Use this attribute to indicate the relative direction starting from the relevant track towards the "operational center" of the OCP. Possible values are:
- left
- right
- above
- below
- ahead
- behind
- none (in case there is no operator there)
If the information is unknown, the attribute can be left away.
