Extension of element <trainPart> to allow for description of onRequest journeys

Description

The community has asked for a way to model onRequest journeys. This has been discussed in the forum. The proposed solution is to extend the by a flag to allow for declaring it onRequest.

Background

In the forum there was a post asking for how to model on request journeys in railML. Discussion in the developer group as well as the forum showed that there is no good way to do that. Although there have been remarks that on request journeys should not be necessary today anymore as planning of a new journey with the appropriate tools removes the need, it was decided to cater that demand.

Two possible solution have been discussed. The developer group favorited the one which extends the train part since extending the operating period (see forum discussion) would cause problems when refering to an operating period marked thus from a context other than the train part (seasonal station track assignment)
