Proposed solution in railML 2.5
Implemented without planningStage and regulationStage
Proposed solution in railML 2.6
Reconsider planningStage and/or regulationStage.
A possible source for stage names with some authority is the German HOAI (see translations of the stages at https://www.repetico.de/card-52653696). Suggested grouping by Vasco:
1. Establishing the basis of the project
2. Preliminary design and variants
3. Final design
4. Building permission design
5. Execution design
6.+7. Award process
8.+9. Construction supervision, control and documentation
