Harmonize length values

Description

As already stated by Christoph Jobmann and Dirk Bräuer in the forum on 26 March 2012 thread the length values may be harmonized sub-schema wide.

Background

The 'runLength' attribute in currently should be given in kilometers but the 'distance' in is given in meters. All infrastructure "pos"itions are expected in meters, too.
