Updating incident and natural hazards detection

Description

Modeling of detectors for incidents (e.g. derailment) and natural hazards needs to be extended and harmonized between IS and IL schema.

Proposed solution railML 3.3

The enumeration attribute @detects in element <detector> will be extended with value "derailment"
