How can it be expressed that something is not there, like if there is no electrification available.

We need to think about how things that are not there can be described. In particular this topic was brought up in the context of non electrified sections. In railML 3 we do not have an easy way of expressing that a section of track is not electrified. In railML 2 this was done by using an electrificationChange to none, but the way of describing this in railML 3 has moved away from description of changes. This topic should be taken as an opportunity to make sure that the same kind of problem does not exist with other parts of the infrastructure or railML in general. It should always be possible to distinguish between an information being unknown and something not being there and encoding this lack.
