Review use of Dublin Core and other metadata
The use of Dublin Core metadata was carried over from railML 2. The usage is not documented for railML 3, and the documentation from railML 2 is partly inconsistent and partly not compliant with the Dublin Core standard. Since 2008 there has also existed an [extended set of terms](https://www.dublincore.org/specifications/dublin-core/dcmi-terms/), of which some could be useful in railML.
