Remove LinearNetElement and NonLinearNetElement

Since we removed the LinearNetElement and NonLinearNetElement from railML rtm as it was not used, we decided to also remove it from RTM. The idea in general is intriguing, however it is impractical to use in a standardized data model such as railML.
