Length for NetElements

Current RTM contains NetElements without dimensions. Consequently, the intrinsic coordinate (between 0 and 1) is the only measure to use for locating another element (NetEntity) on the NetElement. For practical reasons it is suggested to add the length information to the NetElements in order to allow for a relative positioning of NetEntitiy derived objects.
