Reference from LinearLocation to PositioningNetElement

LinearLocation has a reference to PositioningNetElement. In parallel, the child element AssociatedNetElement (which exists minimum once) references the PositioningNetElement. It is suggested to remove this redundancy and, at least, make the reference from LinearLocation to PositioningNetElement optional.
