Fixed/Improved tElementRefInGroup to be derived from tElementWithReference. This avoid double definition of a "ref"-attribute.

Derived tTrackRefInGroup and tSignalRefInGroup from this base type. This allows later extension with group-specific attributes. So far, the base type and the derived type are identical.

Removed the attributes "inDelay" and "outDelay" from the macroscopic node. Delays are train- and operation-specific and are therefore not suitable for infrastructure data.

A replacement like "inLength" and "outLength" would be more infrastructure like. But if there is a length, it should be modelled as <track>, not as attribute.

Therefore: deletion of "inDelay" and "outDelay" without substitute.

  * Tracks are now stored in one large, common container regardless of the line they belong to.

  * Lines and other "artifical" groups of tracks are defined in a separate containter for <trackGroups>

  * Created trackGroups for lines and locally controlled areas (German: "Nahbedienbereiche") as a first example.

  * The trackGroups can be extended via xs:any with customer-specific groups

  * infraAttrGroups are now on the same hierachy level as tracks, trackGroups and operationControlPoints

Hint:
The <ocp> has a child-child which allows for the enumeration of all tracks belonging to an OCP. It's the same syntax and semantic as described above. However I decided to _keep_ this track enumeration in the OCP-subtree to avoid unnecessary and excessive (double) referencing. And to keep the possibility to either have a track list _or_ a "equipmentSummary".
