Rename 'nationalSystem' attribute in 'speedProfile'

As noticed at the railML-conference in Zurich by Jörg von Lingen, the 'nationalSystem' attribute in the new 'speedProfile' element should be renamed into 'trainProtectionSystem' for a more general term and harmonized naming across the railML sub-schemas.

I would allow the value 'ETCS' in this context. How about you?
