New website for "lists" namespace

Create a new website for the "lists" namespace that is independent from the versioned railML namespaces:

List all current "code list files" there (maybe linked into the trunk of the SVN repository)
Link from other railML pages to this site, where appropriate.

XML commits: Change the namespace of the list files to the above mentioned namespace.
