New attribute for naming the crossed river/street/etc. at bridges, tunnels, level crossings

In the forum (see [http://www.railml.org/forum/ro/index.php?group=1&offset=0&thread=92&id=437]) it was requested to introduce a new attribute for naming a crossed river or street in connection with bridges, tunnels and level crossings.
