Add <state> to <infrastructure> element

Description

railML provides a element already for several infrastructure elements. However, it is currently not possible to tag the whole tree with a state.

Background

The element defines whether the tagged infrastructure element is available for operation purposes or not.

Proposed solution in railML 2.4

The existing element shall be made available for the element.

Example:

<infrastructure id="is01">
  <states>
    <state disabled="true"/>
  </states>
  ...
</infrastructure>
