Add additionalRunningTime description to extend <state> element
Description
Currently, an infrastructure state that limits its capacity e.g. by reducing velocity due to construction cannot be directly linked with a resulting extension of travel times. It has to be checked whether this information can be implemented in the infrastructure scheme.
Background
This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.
The element is introduced in railML2.4nor as a sub-element to the element to describe the additional running time that results from track and catenary works modelled with the element (see trac ticket #394). The sub-element also extends the elements under , , and .

Proposed solution in railML 2.5
The element shall be enhanced with an ID and an optional designator:
- new attribute @id (rail:tGenericID)
- new child element
The element <track/impairmentSections/impairmentSection> shall be enhanced with a new optional, but repeatable child element with attributes:
- @value (xs:duration) to quantify the additional running time.
- @absDir (rail:tStrictDirection) to define the travel direction for which the additional running time applies.
The element references an element , where the exact location of this area (coordinates or track-based) is defined (see Trac ticket #393)
