Add childRule description to operatingRule

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

The sub-element is a sub-element of the high-level element (see trac ticket #392) in railML2.4nor and allows to create groups of rules.

For more details see document “railML2.4nor Infrastructure Documentation“ (https://www.jernbanedirektoratet.no/railML), version 1.3, 03.07.2020, point 4.26.1.

Proposed solution in railML 2.5

In the following elements were added:

  • [0..1] / [1..] / [0..] operatingRule of type tElementWithIDAndNameWithoutAny childRule of type tGenericRef (referring to any other defined operatingRule)
