Add reference to <lock> in element <derailer>

Description

There is a need for a link from the element to the element. It is needed for defining the scenario where a derailer is locked by a lock.

Background

This ticket was raised by Norway as part of the standardisation in Norway and shall be used commonly in the future.

This is a sub-element of , which belongs to the high-level element . A derailer is a physical safety element, which is part of railML2.4. In Norway, these are usually secured by a lock (see chapter 4.21 of linked document below). In order to reference the specific lock of a derailer, a new attribute was implemented in railML2.4nor: @lockRef.
