Add distribution description

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

is a high-level element introduced in railML2.4nor. It provides a flexible description of the detailed distribution of number of trains. It describes the distribution of trains over time, using a series of slots.
