Update namespace for 2.5
Description
The schema files for railML 2.5 must be given their own namespace.
Proposed solution
The namespace for railML 2.5 will be: https://www.railml.org/schemas/2021
- All references in the xsd files must be updated
- Add to namespace list in wiki
