Train detection at manually operated stations

Description

It is not clear how to model "manual" (visual) end of train detection by a local dispatcher in a manually operated station. Which elements can be used? What are best practices so far using existing railML 2.x model?

Add new attribute @virtual (xs:boolean) in . A local dispatcher doing a visual train detection is modelled as a "virtual train detector".

Extend enumeration attribute @medium with new value "manual" for local dispatchers manual observation.
