Extend <times> with expected times of a running train (de: Prognostizierte Zeiten eines Zuges)

Description

Forecasts of times of later operating control points () for a train during the journey shall be expressed, in order to be able to exchange, for example, the future reduction of a delay (e.g. due to less used stopping time) or an upcoming additional delay (e.g. due to additional train crossing).

Proposed solution in railML 2.5

Future times of a running train shall be modelled using the existing railML element together with attribute @scope="expected".
