Extending detector functionality

Current enum list for attribute @detects is missing entries for hot wheel box and flat wheel detection.

Proposed solution railML 3.3

Extend enumeration list for attribute //detector/@detects with new values:

• hotWheelBox to detect hot wheel boxes, and
• flatWheel to detect flat wheels.
• pantographContactPressureAnomaly to detect if the overhead contact line is too low or too high when trains passes
• pantographContactStripWear to detect a faulty or worn contact strip on pantograph
