Switch modeling update with ratio and weight
The <switch> needs to be extended by an attribute @ratio to describe the opening angle of the switch, which is currently not possible to model.
Further, the switch is missing an information about the type of rail it consists of.

Proposed solution railML 3.4
It is suggested to:
- Add the attribute
@ratioto<switchIS>and to<crossing>
- The attribute is of type positive float and describes the denominator of the ratio of the switch / crossing
- Typical values are "18.5", "14", "12", "9", or "7.5"
- The ratio describes the tangens of the switch angle at the end of the switch
- For modelling the steel grade etc. please make use of existing element
<trackBed / rails / *Rail>. There will be no new model or model extension.
