Extend <levelCrossingIS/protection> with boolean attribute @hasStAndrewsCrosses.

Extend <levelCrossingIS/protection/roadSideLights> with boolean attribute @hasStAndrewsCrosses.

Think about renaming <roadSideLights> into <roadSideSignals>.
