Extend level crossing with St. Andrews Cross

Current implementation of the level crossing is missing information about existence and number of St. Andrew's Crosses.

Solution proposal railML 3.4

Extend <levelCrossingIS> with boolean attribute @hasStAndrewsCrosses. If set to "yes", this indicates that the level crossing is equipped with St. Andrews Crosses.

Extend <levelCrossingIS/hasActiveProtection/hasLights/roadSideLight> with boolean attribute @hasStAndrewsCross. If set to "yes", this indicates that this specific road side light is equipped with a St. Andrews Cross.

Think about renaming <roadSideLights> into <roadSideSignals>.
