Add overlapSwitchAndPosition description to a route

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

is a sub-element of the high-level element (see trac ticket #391), both were introduced in railML 2.4nor. The path of the overlap is modelled by defining all switches, @switchRef, with their set course, @switchPosition, along the path of the overlap.
