Add SwitchAndPosition description to a route

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

is a sub-element of the high-level element (see trac ticket #391), both were introduced in railML 2.4nor. The path of the route is modelled through the sub-element by defining all switches (@switchRef) with their set course (@switchPosition) along the route.

As some switches are not part of the routes path but have to be controlled to perform flank protection for the route, they have to be included and declared as such.
