State of a route
Description
A route shall have (like other infrastructure elements) a state.
Background
This ticket was raised by Norway as part of the standardisation in Norway and shall be used commonly in the future.
It is a sub-element of (see trac ticket #391) in railML2.4nor.
This sub-element was added to railML2.4nor as the railML2.4 existing element does not apply to in railML2.4nor. The new element is structured in the same way as the already existing element with the nor-extensions (see trac ticket #394).

Proposed solution in railML 2.5
Since there is no element in railML 2.5, implementation of a state for the route is only possible with railML 3.x.
