Add @parentRef to <category>

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

The element is extended by the following attributes in railML2.4nor:

  • @parentRef
  • @organizationalUnitRef (see #437 (closed))

The attribute @parentRef is a reference to the parent category if declaring a new category to the top-level list of product categories as stated in the document linked below (point 4.1.3). This attribute is mandatory for new items.
