Add @organizationalUnitRef to

Description

This ticket was raised by Norway as part of the standardization in Norway and shall be used commonly in the future.

The element is extended by the following attributes in railML2.4nor:

• @parentRef (see #436 (closed))
• @organizationalUnitRef

The attribute @organizationalUnitRef is a reference to the organisation that has created the category. (See section 4.1.4 in document linked below). It is mandatory for new items.
