Updating list of OCP operational types (de: Aktualisierung der Auflistung OCP operational type)

Description

The values of the enumeration attribute @operationalType shall be reviewed and updated.

Background

There has been a forum discussion about adding another type of OCP: the "siding" shall be used if an OCP (outside of a station) allows for overtaking slower trains by faster ones.

Further, there have been discussions whether it is necessary to distinguish between "depot" and "station" and between "blockPost" and "blockSignal".
