Reference to train from speedSection

Description

It is necessary to have a reference from a speedSection to the part of the train, for which the speed is valid.

Proposed solution in railML 3.2

Enumeration value "midOfTrain" of attribute @trainRelation (tTrainRelation) shall remain.

Attribute <signalIS/isSpeedSignal>@trainRelation shall be marked deprecated.

New attribute <speedSection>@refersToTrain (tTrainRelation) shall be introduced.
