designator startDate and endDate

In railML 2, the <designator> element has startDate and endDate attributes in case the designator is only valid from or until a given date. In a forum post trafIT has requested that these are also added to the <designator> element in railML 3, where they are currently missing. The use case is described well for <ocp> in wiki2.
