RbcBorder: IS vs IL
in v3.2 the RBC border contains a reference to the RBC. Since the RBC is in IL this is a unexpected direction of reference. We decided that the property belongsToRadioBlockCentre should be deprecated in railML 3.3 and removed in 3.4. Additionally, in IL the RBC should refer to the RBC border via a new property named isLimitedBy.
