Improve documentation of serviceSection electricity supply

Solution

In the forum it was suggested to use the following wording for the attribute documentation: "indicate whether service section is equipped with facilities supplying electricity beyond electricity potentially provided by @allowsRollingstockPreheating (usually 1000 volts) or provided by (usually 15000 volts)."
