Remove 'default' values in attributes
There are some 'default' values in IS attributes, which may bring ambiguous meening.
If it is absent, the schemas default value declares the value. But maybe the application hasn't any information about it. :-(
Remove these 'default' values prior to next major release, because it's a not downward-compatible change.

Proposed solution railML 3.1
railML 3.1 infrastructure does not contain any default values coded in the railML schema.
railML 3.1 interlocking???
