created another version of the release. this time with EA 16. This allows us to include a far better uml documentation that can be opened in an ordinary up to day browser.

added another missing piece: infrastructure model documentation. it was present in the published zip but missing in repository

added documentation again which was forgotten in the rush of recreating the 3.2-final after it turned out that the projects modelling was missing

updated documentation for derailers and train protection elements
renamed enum values for line operation enum

added local gml xsd again after it turned out that the official gml xsd is incompatible with dc, as they import different xsds for xml itself.

removed model documentation of sub schema that is no longer present. we now are using the original gml schema rather than an adoption
