Dublin Core schema moved from http to https

Description

The online location url for the Dublin Core (dc) schema has changed from http to https.

Old location: http://dublincore.org/schemas/xmls/qdc/2008/02/11/dc.xsd

New location: https://dublincore.org/schemas/xmls/qdc/2008/02/11/dc.xsd

The old location returns a HTTP 308 redirect to the new. Tools, such as validators, that do not understand HTTP redirects will fail.

Applies to all 2.x and 3.x versions.

DCMI has changed the redirect, so both HTTP and HTTPS works now. We should use HTTPS for future versions

Proposed solution

Update schemaLocation for Dublin Core namespace from http to https. This is not a change of the contents of the railML namespace or the contents railML schema, it is just an update to reflect the new location of the schema for the Dublin Core namespace.

Will be corrected in all supported (2.2 and 2.3), current (2.4 and 3.1) and future versions (2.5, 3.2 and later versions)
